Different root certificates in one domain?

What is the recommendation if the Domino environment is using multiple root certificates in the same domain?
a) use one IDVault for each /O
b) put all of them into the same UDVault

I have been told that administrators must have an ID file of the same root in order to manage the vault. in other words:
/Org1 is using IDVault.
Administrators using /Org2, now a vault trust certificate has been issued to both Org1 + Org2 -- will administrators be able to manage the IDVault without problems???
